Office of the General Counsel
The Office of General Counsel provides legal support and advice necessary for the Service to carry out its mission. The General Counsel represents the agency in proceedings before the MSPB, EEOC, Special Counsel, FLRA, and other administrative bodies, and, in cooperation with the Department of Justice, represents the Service in all matters arising in the Federal courts.
Sarah Cudahy is the General Counsel of the Federal Mediation and Conciliation Service. She started her legal career as a judicial law clerk for the Honorable Justice Theodore Boehm of the Indiana Supreme Court. She then worked as a labor and employment associate in Chicago. Prior to joining FMCS, Sarah was the Executive Director and General Counsel of the Indiana Education Employment Relations Board.
Sarah graduated summa cum laude from Boston University with a B.A. in education, public policy, and European studies. She graduated from Washington University in St. Louis Law School.
