Office of the General Counsel

The Office of General Counsel  provides legal support and advice necessary for the Service to carry out its mission. The General Counsel represents the agency in proceedings before the MSPB, EEOC, Special Counsel, FLRA, and other administrative bodies, and, in cooperation with the Department of Justice, represents the Service in all matters arising in the Federal courts.


General Counsel

Dawn E. Starr

dstarrDawn E. Starr is the General Counsel of the Federal Mediation and Conciliation Service (FMCS).  She began her career with the National Labor Relations Board, where she served as counsel to various Board Members and a Chairman.  Prior to joining FMCS in 2008, she practiced in Washington, DC, with a major international law firm, advising clients on all issues relating to labor relations and employment law.

Dawn is admitted to practice in the District of Columbia, where she is a member of the Bar Association. She received a Juris Doctorate from Case Western Reserve University Law School and a Bachelor of Arts degree from Lehigh University.
