Monitor training participation, monitor changes in knowledge and attitudes before and after training, changes in workplace behaviors and monitor changes in longer-term outcomes.

Assessment of curriculum including development of pilot training evaluation instrument and evaluation of pilot training courses and train the trainer courses
Monitor participation by training providers, employers and local unions. Assessment by the technical director based on data in certification registry and in the employee/union participation file
Develop an evaluation framework to measure implementation and outcomes

Develop information materials, stock presentation to be mailed or delivered to the target employers and unions
Establish cooperation with WA State building and construction trades, regional JATCs, major employer organizations such as Assoc. of WA Business to reach their members
Create a database of employers and local unions that agree to send supervisors for training
Completed agreements with 50 businesses to participate in training in the first post-grant year
Develop a model agreement that employers and unions will be asked to sign as a pledge to support the program
Reach agreement with employers and unions to assure that a total of at least 15,000 supervisors for training by 6/30/2015

Enlist Training providers to deliver training
Develop a formal agreement btwn BIS & participating training providers, establishing clear responsibilities and expectations
Contact current and past BIS training providers and invite them to participate
Work with L&I's Apprenticeship Registration and Tracking System to obtain up-to-date roster of all training providers that serve the construction industry
Secure a minimum of 3 providers for use in pilot testing of curriculum
Deliver at least 10 train-the-trainer classes statewide with an average of 20 trainers in each training

Develop a reporting method; develop a notification system for verifying certificate status; pilot test the certification system
Obtain Smart-Mark off-the-shelf system from CPWR
Design certification cards for this program
Develop and establish a certification system to register all participating training providers, certified trainers and certified trainees, which BIS will continue to maintain after the end of this funding-
Develop a central database: training providers that will deliver the training; trainers who have completed training; supervisors that have completed the leadership training course

Analyze, review, formulate results and develop a draft curriculum
Secure agreements with at least 3 training centers to participate in testing draft curriculum; test draft curriculum; adjust curriculum
Conduct a minimum of six focus groups around the state and will be lead by the project coordinator and attended by the Committee's Leadership Project subgroup
Develop and test the training curriculum based on current best practices
