Office of Strategy & Development
The Office of Strategy & Development bridges the gap between national office support services and the needs of mediators by using technology to improve service delivery and providing training, outreach, and special projects. The director is responsible for identifying and promoting information resources and communications tools that allow the Service to fulfill its mission as efficiently and effectively as possible.
At the Office of Strategy and Development, Josh helps the mediator workforce build new, specialized conflict management processes to ensure the most effective mediation approach on behalf of FMCS clients. Because FMCS mediators work across sectors, industries, and geography, common elements of conflict are balanced with unique features in each instance. Josh fuses his knowledge of theoretical best practices and many years of on-the-ground conflict mediation experience to help FMCS mediators and regional directors identify and pursue the right avenues for resolution in each situation. He also leads a special projects team that is retained by other Federal agencies to facilitate large-scale, high stakes, multi-party negotiation processes such as regulatory negotiation and negotiated rulemaking.
Josh began his career as a federal mediator in 2001. His responsibilities included mediation of labor disputes, collective bargaining negotiations, grievance mediation, and relationship development and training for the private, non-profit, public and federal sectors across industries such as manufacturing and production, healthcare, transportation and trucking, telecommunications, entertainment, defense contracting, higher education, and public education.
Josh completed his B.A. in Politics at Brandeis University and went to work in London, England. He returned to America for his graduate work at Harvard Kennedy School, where he focused on negotiation and conflict resolution. Josh is frequently invited to be a guest lecturer at HKS and was on faculty as an adjunct lecturer in Management, Leadership and Decision Sciences from 2013-2016.
Josh resides with his family in Cambridge, MA, and travels around the country regularly to deliver FMCS services.
