Heather Butler Appointed as Director of Education and Training
 
 
On February 14, 2011 Direector Cohen announced the appointment of Heather Butler as our new Director of Education and Training. In her new position, Heather will oversee the development of training and professional development programs for the FMCS workforce. Heather will play a key role in ensuring that the FMCS staff with its many specialized employees will stay abreast of new developments and new trends with continuous learning and that our effectiveness as a dispute resolution agency will benefit from new technologies, the latest in innovative techniques and the most authoritative expertise in the complex issues that our mediators must master.
 
 
Heather began her career at FMCS in 2007 with the Office of Education and Training as a development specialist. Her early contributions to the Agency were in collaborating with FMCS mediators to develop and deliver programs on trainer skills, facilitation skills, new mediator training, and PowerPoint software. Other initiatives involved an organizational assessment of a national office, as well as introducing new and better training technologies and delivery methods to the Office of Education and Training. Heather also developed the first ever Action Learning program for use in Instructional Design in the world, an accomplishment of which she is justly proud, and piloted her new program to FMCS mediators.

Before she joined the FMCS, Heather worked at the American Psychological Association in various training initiatives and in the APAís executive coaching, rewards and recognition programs. She is a member of the American Society of Training and Development, the International Association of Facilitators, and the International Society for Performance Improvement. She also is a member of the first cohort in the Partnership for Public Serviceís Emerging HR Leaders Program, and sits on the Small Agency Councilís Training Committee.

Heather holds a Bachelorís Degree in Education from the University of Maryland and a Masterís Degree in Human Resources Development from the George Washington University.
