Sheri King is a Senior Conciliation Officer in the Toronto Office of the Federal Mediation & Conciliation Service (FMCS), a division of Human Resources Development Canada.  Prior to joining FMCS in 1993, she was a Senior Labour Relations Officer with the Canada Labour Relations Board.  Her experience also includes labour relations and collective bargaining with the Cape Breton Development Corporation and the University of Toronto.  Since joining FMCS, Sheri has gained extensive experience in conciliation, mediation and has played an active role in the development and delivery of preventive mediation programs.  She is also a mediator/facilitator with the Government of Canada’s Shared Mediators Program for Cases of Harassment or conflict in the Workplace.  Sheri has a Master of Industrial Relations degree from Queen’s University in Kingston, Ontario, Canada.

Maschino, Dalil  

Dr. Maschino has been involved as a researcher, a coordinator and a Department representative in many projects, initiatives and labor-management-government committees dealing with the innovative practices in work organization and labour relations.  From 1995 to 1999, he was working with the Secretariat of the North American Commission of Labour Cooperation.  There he has led a study on “standard” and “advanced” practices in the garment industry in Canada, Mexico and United States.

Dr. Dalil Maschino is currently the director of a network that the Quebec Department of Labour is currently promoting to foster the exchange of knowledge and the diffusion of information between researchers and practitioners involved in the implementation of innovative practices in the fields of work organization and labour relations.

Dr. Maschino has published several articles on the transformations of the socio-technical processes and of labor-management relationships in companies that are adapting to increased globalization and technological change.  He holds a PhD. in Economics from McGill University (Montreal, Canada).

Dr. Endang Sulistyaningsih, is  Head of Research and Development Center, Ministry of Manpower and Transmigration – Republic of Indonesia, and she is lecturing on Management of Human Resources at Graduate program at several Universities in Jakarta. She holds a PhD. in Economics from Bogor Institute of Agriculture in Indonesia. Her areas of expertise include Economic of Human Resources Development, and Gender in Labor Force.

Dr. Sulistyaningsih currently is holding a position as the main counterpart of the ILO’s project on Asian Regional Program for Expansion of Employment Opportunities for Women – which is funded by the Japanese Government (JICA). Her recent joint researches include Urban Underclass in Indonesia; Indonesian’s Workforce 2020: Jobs in the Future; and Tracers Study of the Polytechnic Graduate. She wrote several articles and papers. Her recent publications include: The effect of Economic Structural Change on Employment Absorption in Indonesia; 1980-2019: An Input-Output Approach (1997 PhD. Dr. Tae-Ki Kim was born on Febuary 19, 1956 in Pusan, the largest port city in Korea, located in the southern part of Korea.  He is married.  Dr. Kim graduated from the Seoul National University in 1980 and received a doctoral degree in Economics at the University of Iowa, in Iowa City, Iowa, U.S.A. in 1988.

Dr. Kim has various experiences in public and private sectors as a researcher of the Korea Labor Institute (June 1988- January 1995), an administrative officer of the Presidential Office (January 1995- February 1996) and a professor in labor economics in Dankuk University (March 1996 – present) in Seoul, Korea.

Especially he was appointed as a member of Mediation Board of the National Labor Relations Commission by the President in May 1997 for a term of three years and was reappointed in July 2000.  He showed excellent expertise and great interest in mediation and achieved many successful results in difficult mediation cases since his first appointment.

Abascal, Carlos

Secretary of Labor And Social Welfare

Carlos Abascal was born in Mexico City on June 14, 1949.  He studied law at the Escuela Libre de Derecho in Mexico City (1968–1972).  He completed a specialization course in business administration for executives at the Instituto Panamericano de Alta Dirección de Empresas in Mexico City.  He also studied and taught courses related to business, economics, education and human development. 

Secretary Abascal’s career has exposed him to many facets of labor relations.  From 1966 to 1969, he first worked as blue-collar worker and later as an assistant to management at the publishing house Editorial Jus.  In 1969, he began his career at Afianzadora Insurgentes, an insurance company, where he started as a messenger and gradually moved up covering practically all the company’s departments.  In 1994, he became CEO and Director General of the company and its subsidiaries.  In 2000, he retired from the company after more than 30 years of service. 

At the same time he developed other activities.  From 1974 to 1982, he worked closely with the publishing house Editorial Tradición translating books into French on philosophy, theology, history and sociology.  For three years (1979-1982), he was Director General of that publishing house.

Secretary Abascal has been active in public labor matters.  He was National President of one of the most important business associations of Mexico, COPARMEX.  During those years as business leader (1995-1997), he signed an agreement with the largest labor association of the country, CTM.  It was called “Towards a New Labor Culture”.  He was business representative at the Oversight Commission of the worker housing fund, INFONAVIT (1998-2000).

Mr. Abascal has also been president of several foundations and associations concerned with social affairs, such as FUNDES, a foundation that provides training for businesspersons, and has been guest speaker in various academic and social fora on topics relating to history, politics, business and religion.

Gallegos Duarte, Rodolfo

Mr. Gallegos holds a Bachelor’s Degree in Business Administration.  He also completed various post-graduate programs: such as on Human Resources Strategies in Penn State University in the United States, and the second on Advanced Management at the Insitituto Panamericano de Alta Direccion de Empressa (IPADE).

Member of the American Society for Training & Development since 1994.  Mr. Gallegos has delivered conferences at COPRAMEX (Mexico’s employer federation), universidad Anahuac and Holderbank Switzerland and Latin America, discussing Human-Factor related issues. 

Garza, Jose-Mario

With a keen knowledge in the factors of production and expertise in generating employment, Jose-Mario Garza has developed projects of great relevance to link supply and demand of labor. Particularly, he has participated in programs directed to vulnerable groups in the poorest areas of the state of Nuevo Leon, Mexico.

Notable accountant, graduate from the Instituto Tecnologico de Estudios Superiores de Monterrey (ITSEM), Jose-Mario Garza has also been involved in advising small and medium businesspersons in trade matters.

His experience has allowed him to participate as consultant in public and private institutions, in different areas such as education, labor, industry and trade.

In his native city of Monterrey, Nuevo Leon, he has a successful public career.  He was Secretary of Human Development and Labor of that State between October 1997 and December 2000. One of Mr. Garza’s goals has been to promote the development of men and women through work and training.

He has always been noted for his impartiality as lawyer.Mr. Mena has international experience. He has been Technical Advisor for Mexico before the International Labor Organization (ILO), as well as in the International Employer Organization. As administrator, he has been head of areas of human resources and labor relations.  Virgilio Mena has been President of the Technical Committee of the Mexican Confederation of Industrial Relations Associations (COMARI) and of the Mexican Association of Labor Relations (AMEREL).  Mr. Mena has post-graduate studies in labor law.

Bahr, Morton

Bahr is internationally known for his leadership in worker education, and he set CWA’s priority to become an education-driven union with a focus on worker training, education and advancement. CWA has negotiated nationally recognized worker education programs with its major employers, providing workers with the opportunity to upgrade and learn new skills or careers.

Bahr’s interest in lifelong learning is rooted in his own experiences. His education, interrupted by World War II when he served as a radio officer in the Merchant Marine, resumed when Bahr renewed his undergraduate studies as a CWA vice president. He received his B.S. degree from Empire State College in New York in 1983.

In 1996-1998, Bahr chaired the Commission for a Nation of Lifelong Learners, a national panel that conducted a two-year study of adult learning in America and focused the country’s attention on the need for greater educational opportunities for frontline workers.

In honor of his accomplishments, Empire State College of the State University of New York in 2001 created the Morton Bahr Distance Learning Scholars Endowment and scholarship program for adult learners. He serves on the board of directors of the United Way International and on the board of the Elizabeth Glaser Pediatric AIDS Foundation, CWA’s charity of choice. Bahr also served as vice chair of the United Way board of governors and received the United Way’s highest honor for labor volunteers, the Joseph Anthony Beirne Award for community service.  He is president of the Jewish Labor Committee, a nearly 70-year partnership between Jewish organizations and unions that promotes social and economic justice.

Prior to his election as CWA’s top officer in 1985, Bahr served for 16 years as CWA vice president for District 1, covering New York, New Jersey and New England.  He joined CWA staff in 1957 as the lead organizer in a campaign that brought 24,000 New York Telephone Company workers into CWA. He was appointed CWA’s New York director in 1961 and assistant to the vice president of District 1 two years later. He was elected District 1 vice president in 1969.Bahr authored From the Telegraph to the Internet, a personal history of his service with CWA, published in 1998. He was awarded Doctor of Humane Letters degrees from Empire State College in 1995 and from the University of the Redlands in 1999.A native New Yorker, Bahr and his wife, Florence, make their home in Washington, D.C.

Ms. Biggs-Adams is International Affairs Representative of the Communications Workers of America.  She has been in this position since January of this year, having worked as a videotape engineer at the National Broadcasting Company (NBC) television network for 25 years.  During that time she worked as union official in television, and negotiated national and local union contracts.  I have also spent the last few years organizing and working on first contracts at Univision, Spanish language television in California (San Francisco and Fresno).  Her family is still located in the Los Angeles area, where her husband is a television news cameraman on the streets of LA, and she has 2 daughters ages 12 and 14.  She is based in Washington DC, and visits her family when she can.

Mr. Ditillo was born & raised in Pittsburgh, PA were his family worked in steel mills. He is married and his wife is a Systems Engineer.  He earned a Bachelor of Science in Business Administration & Masters of Science in Industrial Relations degrees from West Virginia University.  Mr. Ditillo also has 20 years of experience in the fields of Human Resources and Labor Relations with 7 years of experience as a U.S. Federal Mediator.

Mr. Ditillo is currently, a Commissioner with FMCS in Pittsburgh, PA. Some of his former employers include Union Carbide Corporation, RJR Nabisco; Philip Morris Company’s Kraft General Foods.

He has mediated Labor disputes in steel, communications, trucking, manufacturing, warehousing, law enforcement, mining, transportation, health care industries among others with extensive experience as lead trainer in worksite, area and industry LMC joint training programs. He has facilitated numerous Labor-Management joint process consortiums and is on Board of Directors for Area LMC and University Conflict Resolution Center.  Mr. Ditillo has utilized ADR in Federal Sector disputes and participated in international projects for FMCS.

Rich Giacolone was appointed Special Assistant to the Director of FMCS effective September 1, 1998.  As Special Assistant he is responsible for the International/ADR Department, the FMCS Institute and FMCS Activities in the Republic of Panama relating to the transition of the Panama Canal.  Prior to his appointment he was assigned to the position of Commissioner in the Chesapeake, Virginia field office of FMCS.  

Before receiving his Commission with FMCS, Rich was a Labor Relations Advisor with the Office of Civilian Personnel Management, Department of the Navy.   His Navy background also includes holding the positions of Head, Labor Relations, Naval Base Norfolk, and Labor Relations Specialist at the Norfolk Naval Shipyard.

Rich has served on the Faculty of Tidewater Community College and  Old Dominion University, teaching courses in collective bargaining.  Rich received his undergraduate degree in Industrial Psychology in 1979 and his Masters of Public Administration with an emphasis in Human Relations in 1984. 

Gonzalez, Juan Carlos

Commissioner of Mediation, United States Federal Mediation and Conciliation Service

Juan Carlos has been a Commissioner of Mediation since March 2000.  Prior to joining FMCS, Juan Carlos practiced as an attorney in Los Angeles, California.  He holds a Juris Doctor Degree from Whittier Law School in Santa Ana, California (1998), a Master of Clinical Psychology from California State University, Los Angeles (1995) and a Bachelor of Arts in Psychology from Loyola Marymount University (1985).  Juan Carlos also holds a second degree black belt in the Japanese Martial Art of Aikido.  

Grace, Michael
Assistant to the President, Communications Workers of America

Mr. Grace has been a Staffing Consultant to labor organizations for 28 years. He has been associated with CWA for 21 years where he specialized in the telecommunications industry, worker education, worker empowerment programs and labor-management partnerships. He is also a labor media and communications expert with extensive experience in international labor relations.

Hahn, Sue

International Labor Affairs Advisor, U.S. Department of Labor

Ms. Hahn develops and manages policy and program initiatives in Africa and Asia.  Currently managing two technical assistance programs in Indonesia and East Timor on labor relations and labor law reform.  Performed extensive research on worker rights conditions in sub-Saharan Africa.   

Harstadt, Lane  

President, United Food and Commercial Workers Local 1116

Mr. Harstad has been President of UFCW Local 1116 located in Duluth, Minnesota for the past four years.  Prior to becoming President, he was a Union Representative for four years.  During his fifteen-year affiliation with the UFCW he has been fortunate enough experience nearly all aspects of Labor Relations.  His labor activities include Union Organizing, Contract Enforcement, Collective Bargaining, Political activities, and Organizational Administration.  Mr. Harstad has earned a Degree of Bachelor of Business Administration from the University of Minnesota, Duluth with a primary focus on Human Resource/Labor Relations.    

Lichtman, Barbara  

Commissioner of Mediation, United States Federal Mediation and Conciliation Service

Barbara Lichtman has been employed with FMCS since 1992.  She was previously a Labor Arbitrator in private practice.  For 11 years Lichtman was a National Vice-President with the National Union of Hospital and Health and Health Care Employees, representing some 150,000 members.  She was the Vice President of Tayar Exports in Jerusalem, Israel.  Formerly served on several jointly administered ERISA Funds.

MacDonald, Lynn  

Representative, AFL-CIO Solidarity Center

Ms. MacDonald has extensively been involved in Domestic and International Labor movement with a special focus on OCC safety and health training education.  She also has past experience with rulemaking on asbestos standards and public policy development on buildings with asbestos.  

McClain, David  

Dean and First Hawaiian Bank Distinguished Professor of Leadership and Management at the University of Hawaii College of Business Administration.

Mr. McClain joined the University of Hawaii at Manoa in 1991, and served as the Henry A. Walker, Jr., Distinguished Professor of Business Enterprise and Professor of Financial Economics and Institutions from 1991-99.

McClain holds a Ph.D in economics from the Massachusetts Institute of Technology (MIT) and has taught at MIT’s Sloan School of Management and Boston University.  McClain is a member of the board of the National Association for Business Economics, a member of the National Business Economic Issues Council, and served as a senior staff economist on the council of Economic Advisers in the Executive Office of Jimmy Carter.

McClain is a frequent contributor to national and international financial print and electronic news media.  He is the author of Apocalypse on Wall Street, a financial history of the 1987 stock market crash, edited Leadership Development in Small and Medium Enterprises, and currently is directing research projects on distance learning and on corporate governance.

Morin, Wendy Kathryn

Ms. Morin has been employed at Miller- Dwan Medical as a Nursing Assistant since 1992.  She has been a union steward since 1978.  She has also been involved in labor relations activities including contract negotiations and also steward training I and II.   

Mycka, Umar K.  

President, Philadelphia Zoological Society –AFSCME Local 752

Mr. Mycka trained and studied the trade of horticulture.  He worked in the

Zoo industry for over 25 years.  He was elected President of AFSCME Local 752 in Jan. 2001.  Local 752 was awarded the 1998 FMCS Regional Achievement Award.    

Ortiz, Jennifer

Attorney Advisor, United States Federal Mediation Conciliation Service

Jennifer works in the Office of General Counsel for FMCS and assists with Special Projects in the International Alternative Dispute Services Division at FMCS. Initially, Jennifer came to Washington, DC as part of the Presidential Management Intern program where she worked on Civil Rights and employment discrimination issues for the U.S. Department of Labor. Jennifer completed a Juris Doctor at Vermont Law School (1999) and holds a Bachelor of Arts in International Relations and Environmental Studies from the University of Southern California (1996).

Pepperdine, Ron

Ron Pepperdine is the VP of Operations for the Atlantic Banking Group, which is a new company in the cracker baking industry.  He holds a B.S. in Bakery Science & Management from Kansas State University and he has 24 years of experience in the baking industry with some of its largest companies.  During his career has made presentations at the BCMA International Forum and become a recognized expert in cracker and cookie ingredients, mixing and baking.

David has been a Commissioner of Mediation since July 2000, before which he served as attorney advisor with FMCS.  Prior to his service with FMCS, Commissioner Thaler served as an International Program officer with the Labor Department’s Bureau of International Labor Affairs.  He holds a Master of Public Policy from Harvard University (1998), a Juris Doctor Degree from New York University (1993) and a Bachelor of Arts in International Relations and Spanish from Tulane University (1990).

Ms. Travis works in the office that handles APEC affairs at the U.S. Department of State, with a focus on economic and technical cooperation and gender issues.  She holds a master of international affairs from Columbia University, with a specialization in transitioning economies, and a bachelor of arts from Vassar College.  She is originally from Sundbury, Massachusetts and has been living in Washington, DC off and on for ten years.  She is recently married to her husband Jim.

Ms. Ulvi has been employed at Miller-Dwan Medical Center as the Staffing Coordinator since 1993.  She has worked in the health care arena in various capacities since 1981.  She has a Bachelor’s degree in Business Administration from the University of Minnesota, Duluth.  She has been involved with labor relations activities including contract negotiations.  She is currently a member of 2 of the 4 labor management groups, United Food and Commercial Workers Union and the Minnesota Licensed Practical Nurses Association  

Voltin, Darlene

Commissioner of Mediation, United States Federal Mediation and Conciliation Service

Ms. Voltin has been employed as a federal mediator with FMCS out of the Minneapolis, MN field office for the last four years.  Prior to coming to work for FMCS she worked as a Union Representative first for AFSCME Council 65 for two years and then for the IUOE Local 70 for another 17 years.  As a Business Representative she participated in 15 Labor Management Committees and had successfully completed Interest Based Bargaining for new contracts with eleven different employers.  During the late 80’s and early 90’s, as a Business Representative for IUOE Local 70 she worked with her own members and their employer, United Hospital of St. Paul, to establish significant cost reductions through training and other efficiencies, including doing more work in house.  Articles were written concerning our efforts including one published in Fortune 500 magazine.  We also did a presentation on this effort at the 1994 Federal Mediation and Conciliation Labor Management Conference held in Chicago, Ill.

Chris attends Pepperdine University in Malibu, California, Political Science Major, and expects to graduate Spring 2002.  He has been working diligently to help set up the APEC conference with the guidance and leadership of David Thaler, Jennifer Ortiz, Mary Skolochenko and Juan Carlos Gonzalez.  He has also written out all of the biographies so on his own biography he is allowed to speak in 3rd person and have the freedom to write what he wants.  Have a wonderful conference and hopefully it will be very beneficial to all parties attending.

Zanko, Jerome S.

Director of Human Resources, Miller-Dawn Medical Center

Mr. Zanko has been employed in the Human Resources department Miller-Dawn Medical Center since 1985, and has been Director of Human Resources since June 21, 1999.  He has been involved in labor relation’s activities, including contract negotiations, since 1988.  He has a Bachelor’s Degree from the University of Minnesota, Duluth.  He is also a member of the Society for Human Resources Management, a member of the Lake Superior Area Labor-Management Association, and a member of the Employer’s Association of Minnesota.  Miller-Dawn currently has four active Labor-Management committees, involving the United Food and Commercial Workers Union, Local 1116; the International Union of Operating.  Engineers, Local 70; the Minnesota Nurses Association.  They have also successfully utilized Interest Based Bargaining in negotiating contracts with these groups, with their first effort achieved in 1996.

Mr. Cuong graduated from Leningrad Mining University in 1989 with a diploma in mine survey.  He then earned his Master’s in Public Policy at Princeton University in 1999.  Mr. Cuong has worked with the Labor Ministry since 1985.  His current position is as the Deputy Director of the International Relations Department.  He is also the National Project Coordinator for ILO/Norway Project titled: “South Asia and Vietnam Project on Tripartism.” Aiming at promotion of social dialogue at workplace.
