was working with the Secretariat of the North American Commission of Labour
Cooperation. There he has led a
study on “standard” and “advanced” practices in the garment industry in
Canada, Mexico and United States. Dr.
Dalil Maschino is currently the director of a network that the Quebec Department
of Labour is currently promoting to foster the exchange of knowledge and the
diffusion of information between researchers and practitioners involved in the
implementation of innovative practices in the fields of work organization and
labour relations. Dr.

Carlos Secretary of Labor And Social Welfare Carlos
Abascal was born in Mexico City on June 14, 1949. He studied law at the Escuela
Libre de Derecho in Mexico City (1968–1972). He completed a specialization course in business
administration for executives at the Instituto
Panamericano de Alta Dirección de Empresas in Mexico City.
He also studied and taught courses related to business, economics,
education and human development. Secretary
Abascal’s career has exposed him to many facets of labor relations.
From 1966 to 1969, he first worked as blue-collar worker and later as an
assistant to management at the publishing house Editorial Jus.
In 1969, he began his career at Afianzadora Insurgentes, an insurance
company, where he started as a messenger and gradually moved up covering
practically all the company’s departments.
In 1994, he became CEO and Director General of the company and its
subsidiaries. In 2000, he retired from the company after more than 30 years
of service. At
the same time he developed other activities.
From 1974 to 1982, he worked closely with the publishing house Editorial
Tradición translating books into French on philosophy, theology, history and
sociology. For three years
(1979-1982), he was Director General of that publishing house. Secretary
Abascal has been active in public labor matters. He was National President of one of the most important
business associations of Mexico, COPARMEX.
During those years as business leader (1995-1997), he signed an agreement
with the largest labor association of the country, CTM.
It was called “Towards a New Labor Culture”.
He was business representative at the Oversight Commission of the worker
housing fund, INFONAVIT (1998-2000). Mr.
Abascal has also been president of several foundations and associations
concerned with social affairs, such as FUNDES, a foundation that provides
training for businesspersons, and has been guest speaker in various academic and
social fora on topics relating to history, politics, business and religion. Franco

is internationally known for his leadership in worker education, and he set
CWA’s priority to become an education-driven union with a focus on worker
training, education and advancement. CWA has negotiated nationally recognized
worker education programs with its major employers, providing workers with the
opportunity to upgrade and learn new skills or careers.
Bahr’s
interest in lifelong learning is rooted in his own experiences. His education,
interrupted by World War II when he served as a radio officer in the Merchant
Marine, resumed when Bahr renewed his undergraduate studies as a CWA vice
president. He received his B.S. degree from Empire State College in New York in
1983. In
1996-1998, Bahr chaired the Commission for a Nation of Lifelong Learners, a
national panel that conducted a two-year study of adult learning in America and
focused the country’s attention on the need for greater educational
opportunities for frontline workers.
In
honor of his accomplishments, Empire State College of the State University of
New York in 2001 created the Morton Bahr Distance Learning Scholars Endowment
and scholarship program for adult learners. He serves on the board of directors
of the United Way International and on the board of the Elizabeth Glaser
Pediatric AIDS Foundation, CWA’s charity of choice. Bahr also served as vice
chair of the United Way board of governors and received the United Way’s
highest honor for labor volunteers, the Joseph Anthony Beirne Award for
community service. He is president
of the Jewish Labor Committee, a nearly 70-year partnership between Jewish
organizations and unions that promotes social and economic justice.
Prior
to his election as CWA’s top officer in 1985, Bahr served for 16 years as CWA
vice president for District 1, covering New York, New Jersey and New England.
He joined CWA staff in 1957 as the lead organizer in a campaign that
brought 24,000 New York Telephone Company workers into CWA. He was appointed
CWA’s New York director in 1961 and assistant to the vice president of
District 1 two years later. He was elected District 1 vice president in
1969.Bahr authored From the Telegraph to the Internet, a personal history
of his service with CWA, published in 1998. He was awarded Doctor of Humane
Letters degrees from Empire State College in 1995 and from the University of the

Cuong graduated from Leningrad Mining University in 1989 with a diploma in mine
survey. He then earned his
Master’s in Public Policy at Princeton University in 1999.
Mr. Cuong has worked with the Labor Ministry since 1985. His current position is as the Deputy Director of the
International Relations Department. He
is also the National Project Coordinator for ILO/Norway Project titled: “South
Asia and Vietnam Project on Tripartism.” Aiming at promotion of social
dialogue at workplace.
